Course Overview
Three Palms presents this comprehensive, full-day training program specifically designed for code enforcement officers, municipal inspectors, and compliance teams. The class provides in-depth knowledge of municipal codes, enforcement rules, and standard operating procedures to ensure consistent, fair, and legally defensible enforcement actions that improve community livability while minimizing liability and reducing the burden on police and sheriff departments.
Participants will gain a thorough understanding of the foundational principles of code enforcement, including the purpose and legal authority behind municipal ordinances. The training covers key areas such as interpreting and applying local municipal codes, zoning ordinances, property maintenance standards, and related state regulations. Officers will learn how to identify violations related to public nuisances, business and residential nuisances, public rights-of-way obstructions, short-term and long-term lodging compliance (including regulated short-term rentals and transitional housing), street vending operations, beach and park activities, and prohibited conduct involving alcohol, tobacco, and marijuana in public or regulated spaces.
A major focus is on practical enforcement procedures:
• Complaint intake and prioritization (from 311 systems, anonymous tips, or officer-initiated observations)
• Thorough investigation and documentation techniques, including GPS-stamped photography, detailed field notes, measurements, and evidence collection
• Issuing effective Notices of Violation, compliance deadlines, citations, and abatement orders
• Follow-up inspections, re-inspections, and escalation processes (warnings → citations → hearings → abatement)
• Coordination with law enforcement for cases involving vehicle nuisances, noise complaints, street racing, sideshows, homeless-related encampments, or prohibited conduct
• Proper service of process, administrative hearings, cost recovery, liens, and court preparation
The curriculum also addresses officer safety, de-escalation techniques, conflict resolution, ethical decision-making, and strategies for promoting voluntary compliance through education and clear communication. Special emphasis is placed on real-world application to Three Palms’ core service areas, such as handling noise and party complaints, vehicle nuisances (including loud exhaust systems and modified vehicles), vending issues, homeless-related complaints, and maintaining clear public rights-of-way.
Through classroom instruction, case studies, scenario-based exercises, and hands-on documentation practice, officers will build confidence in creating strong, court-ready cases while balancing firmness with fairness. The training highlights how effective code enforcement serves as a vital force multiplier — resolving chronic quality-of-life issues so sworn officers can focus on serious crimes, emergencies, and proactive patrols.
