street racing and modified vehicle enforcement
This comprehensive training program equips law enforcement officers, code enforcement personnel, sheriffs, and police departments with the specialized knowledge and practical skills needed to effectively identify, intervene in, and prosecute illegal street racing, sideshow activities, and vehicle-related nuisances.
Participants will learn to recognize the visual and auditory indicators of modified vehicles commonly associated with both import and domestic street racers. The class covers popular performance and cosmetic modifications — including loud exhaust systems (straight pipes, cutouts, and deleted mufflers), lowered or lifted suspensions, oversized wheels with negative camber, aftermarket body kits, underglow lighting, illegal emissions equipment, and other alterations that often signal street racing intent or create public safety hazards and quality-of-life disruptions.
In addition to vehicle identification, the training provides in-depth instruction on relevant California Vehicle Code sections (and applicable local ordinances) that can be cited, including speed contests, exhibition of speed, reckless driving, illegal modifications, impound authorities, and sideshow-specific violations. Officers will gain confidence in building strong, court-ready cases with proper documentation, photography, and testimony techniques.
The curriculum also explores sideshow culture and current sideshow trends, including how these events are organized (often via social media), common participant behaviors, spectator involvement, evolving tactics used to evade enforcement, and the broader community impact — such as blocked intersections, burnout marks, noise complaints, and increased risks of injury or fatality.
A key component of the class is the hands-on practical portion, where officers will inspect actual modified vehicles (provided in partnership with automotive experts) to identify legal versus illegal modifications, practice roadside enforcement scenarios, and apply appropriate citations in real time.
By the end of this training, officers will be better prepared to disrupt dangerous street racing and sideshow activities, reduce vehicle-related nuisances, and reclaim public rights-of-way — all while freeing up patrol time for higher-priority calls.
